Mr. Secretary Cardwell that on further consideration, it appears to this Lordship advisable to re-organise the Composition of the Garrisons in the following manner; viz:

One Battalion of Infantry to be maintained in Japan.

One wing of a Battalion, 1 Br. 2 Pape

A small Battalion, (Consisting of six Companies of Native Troops) and the existing Force of Royal Artillery at Hong Kong.

The other wing of the European Regiment, together with six Companies of Ceylon Rifles, and two Batteries of Artillery to be stationed in the Straits Settlements.

An Estimate of the additional expenses that will probably be occasioned by this arrangement is annexed.
